Council Meeting

The Council Meeting was called to order by Mayor Pat Maher at 6:05 p.m.
(The audio recorder was turned on.) The Wyoming, Illinois City Council met
Monday, March 23, 2020 at the Paramount Theater located at 104 S. 7th,
Wyoming, IL, in a Regular Session.
Mayor Maher was presiding with Alderwoman Ginger Carlisle of the First
Ward, Aldermen Ryan Breese and Dave Lindahl of the Second Ward, and
Aldermen Daniel Hardman and Steve Hansard of the Third Ward, all
present. Alderwoman Kathy Hardy of the First Ward was absent.
Minutes from the February 10, 2020 Regular Session Council Meeting
were reviewed. The motion to approve the minutes was made by Ald. Carlisle,
and seconded by Ald. Breese. Voice votes all ayes and the minutes were
approved.
The Treasurer’s Report and Bills were reviewed. The Treasurer’s Report
showed a General Operation and CDs balance of $1,997,140.52. The
motion was made by Ald. Hansard to authorize Treasurer Lisa Evans to
pay all the bills listed on the City of Wyoming Board Listing dated
3/19/20 and the other bills that were submitted the night of the meeting.
Which were, Birkey’s invoice P34209 for $33.75, H&H Lighting invoice
816957 for $50.00, O’Reilly invoice 1143-385080 for $18.41, and Northern
Tool & Equipment invoice 63250367 for $393.10. The motion was seconded
by Ald. Lindahl. Roll call votes all ayes and the motion was carried.
City Attorney Michael Evans was absent from the meeting.
City Engineer Justin Reeise of the Farnsworth Group was absent from
the meeting.
Economic Development Advisor, Denny Rewerts reported that every
year there is a Joint Review Board Meeting for the Wyoming TIF District.
A meeting has been tentatively scheduled for Monday, April 20, 2020 to
review FY2018 & FY2019 Annual Reports. All taxing bodies will be invited.
Water and Sewer Manager, Greg McCauley was absent from the
meeting.
City Superintendent, Joe Kinsella mentioned his list of jobs that are
scheduled to be done including sidewalks, storm sewers, specifically one on
N. Galena near St. Dominick’s Catholic Church.

Chief of Police, Mark James informed the Council that he had 20 Calls, 8
traffic stops, 5 assists, and 2 arrests. He also mentioned that officer Bill Dorn

completed his training. MTU 5 will be closing due to budget cuts in the state.
In the future they will be using MTU 7 in Peoria for training.
Mayor Maher mentioned Treasurer, Lisa Evans, had been a full time
employee for over 7 months and asked the Council to vote on a raise of
$.50 per hour at this time. Alderman Carlisle made the motion to approve
the $.50 raise for Lisa and seconded by Alderman Hansard. Roll call votes all
ayes and the motion was carried.
Due to the current uncertain times with the COVID-19 virus, and the Shelter
in Place ordered from Governor JB Pritzker, Mayor Maher also
requested ideas for using technology for future City Hall meetings if
needed. One of the options mentioned was Zoom. Denny Rewerts said that
his church was using Zoom for church services and it seems to work very
well. This would allow anyone who is interested in attending the meeting, on
their I-Pad, cell phone, or computer, could just sign in. Officer James
mentioned “Go to Meeting” as an option as well. Mayor Maher will discuss
with the City Attorney and bring the information to our next scheduled
meeting.
Alderman Hardman mentioned that The Verdin Company fixed the City
Clock. He also mentioned the Wyoming Fire Department took down the
City Christmas Decorations.
Alderwoman Carlisle was very impressed with our local businesses.
FMC has donated to One Eleven to provide food to those in need. They also
donated to Your Kiln Me to put together project kits for young and old. We are
very proud of our local businesses and applaud them for all they do for our
community!
Alderman Hansard reported a street light downtown was flickering and
should be checked.
Motion to Adjourn was made by Ald. Carlisle and seconded by Ald.
Hardman. Voice votes all ayes and the meeting adjourned at 6:30 p.m.
