Special Council Meeting

The Special Council Meeting was called to order by Mayor Pat Maher at
6:08 p.m. (The Zoom Video Conference application records the meeting) The
Wyoming, Illinois City Council met Tuesday, July 27, 2020 at City Hall and
via Zoom.
Mayor Maher was presiding with Alderwomen Ginger Carlisle and Kathy
Hardy of the First Ward, Alderman Dave Lindahl of the Second Ward,
and Aldermen Daniel Hardman of the Third Ward were present.
Aldermen Ryan Breese and AldermanSteve Hansard were absent.
Minutes from the July 15, 2020 Finance Committee Meeting were
reviewed. The motion was made by Ald. Hardman to approve the minutes as
presented. This was seconded by Ald. Carlisle.
Roll call votes all ayes and the motion carried.
City Attorney Mike Evans presented the 2020/2021 Annual Budget and
Tax Appropriation Ordinance to the council for approval. The motion to
approve the Ordinance was made by Ald. Carlisle and seconded by Ald.
Hardman. Roll call votes all ayes and the motion was passed.
Attorney Evans reported to the council that he has filed all annexed
properties with the County Assessors Office except for the Waste Water
Treatment Plant. He will have that done and presented at our next meeting.
He also stated that he mailed a letter to the owner of the Hoffman property
located at 408 N Main
requesting a reply within seven days.
He found that the property on 601 N. Galena was never deeded over to the
City and is currently for sale for taxes. He mentioned that the City could bid on
it at auction. The minimum bid is $827.00. No further discussion was made.
Mayor Maher also brought up the properties at 611 N Seventh Street and 503
S. Seventh Street that were deeded to the City with stipulations that they
should be used for public purposes only. The City has been trying to have it
developed as senior living but we are just too small. He suggested that the
size of the facility in Bradford would be perfect for us. Attorney Evans will
contact the Grantor to see if the deed language can be changed so the City
can sell for other developments.

The Mayor will contact Representative Spain to see if there are any Grants

available for senior living facilities.
Attorney Evans completed the new contract for Greg McCauley, Water and
Sewer Manager.
The document was signed by the Treasurer, Lisa Evans, Mayor Maher, and
City Clerk, Diane Baker and will be returned to the Attorney’s office for filing
with the County.
Complaints were made regarding junk that has sat out in front of properties
for several days including vehicles with no license. Mayor Maher will follow
up on these complaints.
Motion to Adjourn was made by Ald. Lindahl and seconded by Ald.
Hardy. Voice votes all ayes and the meeting adjourned at 6:30 p.m.
