Special Council Meeting
Venue: Paramount Theater

The Special Council Meeting was called to order by Mayor Pat Maher at 6:02 p.m. The group in attendance pledged their Allegiance to the Flag. The Wyoming, Illinois City Council met Tuesday, December 7, 2021, at the Paramount Theater located at 104 S. 7th Street, Wyoming, IL. 

Mayor Maher was presiding with Alderpersons Ginger Carlisle and Kathy Hardy of the First Ward, Alderperson Dave Lindahl of the Second Ward, and Alderpersons Daniel Hardman and Steve Hansard of the Third Ward all present. Alderperson Jim Mercer of the Second Ward was absent.

Attorney Justin Raver stated that the Tax Levy was approximately 3% higher that last year. Ald. Hardman is on the Finance Committee and explained they raised some of the items and kept some the same. The Council were given copies of the new figures along with last years Levy to compare. The motion was made by Ald. Hansard to accept the Annual Tax Levy Ordinance 21/22-6 for 2021. The motion was seconded by Ald. Lindahl. Roll call votes all ayes and the motion carried. City Clerk, Diane Baker will deliver the signed Ordinance to the County Clerk on December 08, 2021.

The motion was made by Ald. Lindahl to go into Executive Session regarding Personnel and seconded by Ald. Carlisle. Voice votes all ayes and the Executive Session started at 6:11 p.m.

The motion was made by Ald. Hardy to return to Special Session and seconded by Ald. Hansard. Voice votes all ayes and the Special Session started at 6:13 p.m.

Ald. Hardy made the motion to increase the full-time employees Christmas bonus to $600.00 and increase the part-time employees Christmas bonus to $300.00. The motion was seconded by Ald. Carlisle. Roll call votes all ayes and the motion carried.

Ald. Hansard asked about the status of hiring a full-time police officer. Mayor Maher explained that Chief James is having a hard time getting applicants and the ones he gets have no training at all. He is still actively searching for applicants. 

Ald. Lindahl asked about the signs uptown saying Business Parking Only. He said they are very confusing. He doesn’t remember voting on the signs. The Mayor stated that this was discussed at a Council meeting several months ago. The subject was discussed at the November Council meeting and the signs are going to be changed to “Customer Parking Only” so that they aren’t confusing. 

Motion to Adjourn was made by Ald. Hardy and seconded by Ald. Lindahl. Voice votes all ayes and the meeting adjourned at 6:35 p.m.
